Russian Strikes Disrupt Power Supply in Multiple Ukrainian Regions

On April 24, 2023, several regions in Ukraine, including Dnipropetrovsk, Zaporizhzhia, Odesa, Sumy, and Kharkiv, experienced power outages due to Russian attacks on energy infrastructure, according to the Ukrainian Ministry of Energy.

The ministry reported that energy workers are operating under heightened conditions to restore electricity as swiftly as possible. Repair efforts are ongoing around the clock to address the disruptions.

In addition to the outages caused by the strikes, adverse weather conditions have left over 100 settlements without power in Dnipropetrovsk, Zhytomyr, Donetsk, Kirovohrad, Mykolaiv, Poltava, Sumy, Cherkasy, Chernihiv, and Kyiv regions. Restoration work is currently underway in these areas.

As of April 24, the Ministry indicated that no further restrictions on electricity supply were anticipated.

Since the onset of Russia’s full-scale invasion in February 2022, attacks on Ukraine’s energy infrastructure have intensified. Following the onset of autumn 2025, Russian forces increased their strikes on Ukrainian energy facilities. This escalation has created a significant gap between energy generation capacity and consumption needs, leading to prolonged power outages in various regions. While rolling blackouts were common during the winter months, the arrival of spring and an increase in solar energy generation have eased some of these restrictions.

On March 24, Ukrainian President Volodymyr Zelensky stated that Russian forces continue their operations aimed at undermining Ukraine’s energy system.

The Security Service of Ukraine has classified the attacks on energy infrastructure as crimes against humanity.

In early February 2026, Russian Foreign Minister Sergey Lavrov claimed that Russia had not initiated attacks on civilian targets and suggested that Ukraine was the first to strike at its energy facilities.

Recent Russian strikes have led to widespread power outages across multiple Ukrainian regions, exacerbated by adverse weather conditions. The Ukrainian Ministry of Energy is actively working to restore electricity, while the ongoing conflict continues to impact the country's energy infrastructure.
