NATO Launches Comprehensive Support Program for Ukraine’s Defense Procurement Agency

The Ukrainian Defense Minister Mykhailo Fedorov announced the initiation of a new support program for the Defense Procurement Agency (DOT) backed by NATO, which includes financial assistance and expert guidance for reforms.

This marks the first time the North Atlantic Alliance has agreed to provide extensive financial and advisory support to the DOT. The implementation of this initiative will be facilitated through the Office of the Special Advisor on Defense from the United Kingdom, aiming to enhance the agency’s institutional and technical capabilities.

A key component of the program focuses on the development and scaling of the DOT-Chain system, which is designed to introduce innovative solutions and pilot reforms in defense procurement. Several new projects are set to launch this year to improve operational efficiency.

Cybersecurity and data protection are also high priorities within the program. It emphasizes the safeguarding of information systems, IT infrastructure, and digital services that support defense procurement operations during wartime.

The initiative further encompasses the enhancement of human resources policies and institutional resilience. Plans include refining recruitment processes, synchronizing internal operations, and increasing transparency within the agency.

Additionally, a functional audit will be conducted with the involvement of the Supervisory Board, covering all key stages of the procurement cycle—from planning to contract execution oversight.

According to Taras Chmut, a member of the Supervisory Board of DOT, this marks the first instance of such comprehensive support from NATO. The audit will involve the NATO IBAN structure, facilitating the implementation of international standards of integrity, transparency, and efficiency in Ukraine’s defense procurement system.
