The European Union has implemented new sanctions targeting Russian officials and organizations involved in the deportation of Ukrainian children and their ideological indoctrination. This decision coincided with a meeting of the International Coalition for the Return of Ukrainian Children.
Sixteen individuals and seven organizations have been sanctioned for their roles in the illegal removal of children from occupied territories in Ukraine to Russia. The EU has stated that these actions extend beyond mere deportation or forced relocation, as Ukrainian children are reportedly subjected to forced assimilation, political indoctrination, and military-patriotic education aimed at instilling a Russian identity.
The EU’s statement emphasized that such actions constitute serious violations of international law and fundamental children’s rights, with the intent of erasing Ukrainian identity and undermining the preservation of future generations. According to EU estimates, nearly 20,500 Ukrainian children have been unlawfully deported or forcibly relocated since the onset of the full-scale war.
Included in the sanctions are Russian state institutions and children’s centers such as “Orlyonok,” “Krasnye Vitrila,” and “Smena,” all linked to the Russian Ministry of Education. The EU claims these entities, in collaboration with occupying authorities, have organized programs promoting pro-Russian ideological indoctrination for Ukrainian children.
The sanctioned activities reportedly encompass “patriotic” events, political education, exposure to Russian military culture, and elements of basic military training. Additional sanctions have been placed on the DOSAAF Center in Sevastopol, the Nakhimov Naval School, and the military-patriotic club “Patriot” in Crimea.
Moreover, restrictions have been applied to officials from occupied territories in Ukraine, as well as leaders of youth camps and military-patriotic clubs. The European Council has stated that these individuals are responsible for promoting patriotic and military education among youth through ideological indoctrination, exposure to Russian military culture, paramilitary training, and participation in events glorifying Russia’s aggressive war.
All individuals on the sanctions list will have their assets frozen within EU member states. Additionally, EU citizens and companies are prohibited from providing financial support to these individuals. Furthermore, the sanctioned individuals face travel bans to the EU and restrictions on transit through EU countries.
