EU Leaders Reinforce Support for Ukraine and Call for Increased Pressure on Russia

Following a recent summit in Brussels, European Union leaders have reaffirmed their commitment to supporting Ukraine amid ongoing conflict with Russia. The Council’s official statement outlines plans for enhanced military and humanitarian assistance to Ukraine, alongside a strategy to intensify pressure on Moscow.

During the meeting, leaders emphasized their unwavering support for Ukraine’s independence, sovereignty, and territorial integrity. The statement noted, “The European Union will continue to provide extensive political, financial, economic, humanitarian, military, and diplomatic support to Ukraine and its people in coordination with like-minded partners and allies.”

Key points agreed upon during the summit include:

  • The EU welcomes the initiation of the first negotiation cluster regarding Ukraine’s accession to the bloc, anticipating the opening of the remaining five clusters based on merit.
  • Changes to borders must not occur through force, and the path to peace in Ukraine cannot be determined without Kyiv’s involvement.
  • The European Council supports a diplomatic resolution to the war and is prepared to take a more active role in this process.
  • The EU is ready to contribute to providing reliable security guarantees for Ukraine, including through a “coalition of willing” nations and collaboration with the United States, particularly through EUMAM and EUAM missions. Monitoring of ceasefire agreements will also be part of this effort.
  • Leaders called for accelerated efforts to assist Ukraine in urgent recovery, reconstruction, and energy needs ahead of the upcoming winter, as well as prompt repairs to the protective dome of Chernobyl.
  • The EU remains committed to supporting Ukraine’s recovery, looking forward to the Ukraine Recovery Conference scheduled for June 25-26 in Gdańsk.
  • There is hope that the first tranche of a $90 billion loan will be disbursed by the end of June.
  • The EU urges the swift supply and production of air defense systems, ammunition, drones, and missiles for Ukraine.
  • The European Council is determined to increase pressure on Russia and calls for the quick adoption of a 21st sanctions package.
  • Leaders condemned any assistance to Russia in its war against Ukraine and denounced the involvement of North Korean troops and support from Iran and Belarus.
  • Additionally, the EU has called on Russia and Belarus to return all illegally taken Ukrainian children to Ukraine immediately.

In light of the serious security threats posed by Russia’s aggressive actions against Ukraine, the summit concluded with a call for Europe to decisively enhance its defense capabilities by 2030.

EU leaders have pledged ongoing support for Ukraine and outlined measures to strengthen military and humanitarian assistance while increasing pressure on Russia. The summit emphasized the importance of diplomatic efforts and security guarantees for Ukraine's recovery.
