Concerns Arise Over Funding Military Pay Increases Amid Army Reform in Ukraine

The issue of financing salary increases for military personnel in Ukraine has become a pressing concern as the government embarks on a comprehensive army reform. Lawmakers are questioning the viability of the proposed changes amid uncertainties regarding funding sources.

Roman Kostenko, the secretary of the National Security, Defense, and Intelligence Committee of the Ukrainian Parliament, expressed his concerns during a recent broadcast. He noted that there is insufficient information regarding the reform plan presented by the Ministry of Defense, leading to numerous questions about its implementation. “There are many legal issues that need to be resolved for the reform to take effect,” Kostenko stated. He highlighted ambiguities surrounding the criteria for discharging long-serving personnel from the armed forces, questioning what constitutes ‘long service’ and which categories of soldiers would be affected.

Additionally, Kostenko raised the issue of funding for the proposed salary increases. He indicated that the Ukrainian government had initially hoped that international partners would cover these expenses. However, he pointed out that the first tranche of 90 billion received from external partners was earmarked for purchasing military equipment rather than salaries. “They have indicated that salary issues are internal matters, and we must find our own resources to address them,” he added.

Overview of Army Reform

Previously, the Ministry of Defense officially announced a broad transformation of military service, which includes the introduction of contracts for various positions and salary increases based on task performance. The reform aims to enhance the military’s operational effectiveness and streamline personnel management.

Defense Minister Mykhailo Fedorov has stated that one of the goals of this reform is to fill up to 50% of assault and infantry positions in the Ukrainian army with foreign personnel. He also mentioned plans to begin gradually discharging soldiers who have served the longest on the front lines by the end of the year.
