Ukrainian Human Rights Ombudsman Dmytro Lubinets has revealed alarming statistics regarding the mass emigration of Ukrainians, indicating that approximately 8.5 million citizens have fled the country since the onset of Russian aggression in 2014. This figure was shared during the World Ukrainian Summit.
According to Lubinets, over 5.7 million Ukrainians have left since the beginning of 2022 alone. “We are dealing with shocking numbers: according to UNHCR data, more than 5.7 million Ukrainians have sought refuge abroad since 2022, and the total since 2014 has reached 8.5 million. This presents a global challenge that requires coordinated action,” he stated.
The Ombudsman emphasized that any potential return of these citizens hinges on two critical factors: reliable international security guarantees and specific international housing initiatives. “We all sincerely want our people to return, but mere appeals are insufficient. We need robust international security assurances and dedicated programs for housing support,” he added.
Lubinets also pointed out the necessity of extending the temporary protection status for Ukrainians living abroad until active hostilities cease. He noted that by the end of 2025, approximately 11 million Ukrainians could have left the country, although he acknowledged that the official statistics from the Ministry of Foreign Affairs are slightly lower at 8.5 million. He remarked, “We understand that some individuals do not register with consular services, which means they remain invisible to Ukrainian authorities.”
Former Foreign Minister Dmytro Kuleba has expressed that only a “critical minority” of those currently abroad are likely to return to Ukraine.
