The Verkhovna Rada of Ukraine has approved in its first reading a legislative proposal concerning the Military Medical Commission (VLC) for foreign nationals wishing to serve or currently serving in the Ukrainian armed forces under contract. This decision, made on May 27, aims to establish clear guidelines for assessing the medical fitness of these individuals.
The primary objectives of the proposed law include:
- Determining the fitness for military service;
- Establishing the causal relationship between illnesses, injuries, and military service;
- Identifying the necessity and conditions for medical and social rehabilitation and assistance.
Foreign soldiers will undergo assessments at Territorial Centers for Recruitment and Social Support (TCRSS) and various health institutions under the Ministry of Defense, the Ministry of Internal Affairs, and other security and defense entities, as well as at public and communal health facilities.
The initiative for these legislative changes originated from the Ministry of Defense. It has been noted that, according to existing regulations, one of the essential prerequisites for foreign nationals serving in the military is the confirmation of their health status through a military medical examination conducted by the VLC. However, prior to this legislative proposal, there was no formal framework governing the organization of the VLC for foreign personnel.
The Ukrainian Parliament has taken a significant step by advancing legislation to establish a Military Medical Commission for foreign soldiers. This initiative aims to ensure that foreign nationals meet health requirements for military service, addressing a previously unregulated aspect of military law.
