Ukrainian President Criticizes Germany’s Proposal for EU Associate Membership

Ukrainian President Volodymyr Zelensky has expressed strong opposition to Germany’s suggestion that Ukraine be granted “associate” membership in the European Union. In a letter addressed to EU leaders, Zelensky argued that such a status would deny Ukraine voting rights within the EU, which he deemed unjust.

The proposal, made by German Chancellor Friedrich Merz, would allow Ukraine to participate in EU meetings without the ability to vote, serving as a potential interim step toward full EU membership. Zelensky’s letter, sent late on May 22, emphasized the recent political changes in Hungary, particularly the removal of Prime Minister Viktor Orbán, which he believes could facilitate significant progress in Ukraine’s EU accession talks.

Zelensky stated, “It would be unfair for Ukraine to be present in the European Union but remain without voting rights. It is time to move forward towards full and meaningful membership for Ukraine.” He acknowledged the support from European leaders during the ongoing conflict with Russia, framing Ukraine’s defense as crucial for the entire EU.

In his communication, Zelensky asserted, “We are defending Europe—completely, not partially, and not through half-measures. Ukraine deserves a fair approach and equal rights in Europe.” The letter was directed to key EU figures, including European Council President Charles Michel, European Commission President Ursula von der Leyen, and Cypriot President Nicos Christodoulides.

Ukrainian Foreign Minister Andrii Sybiha refrained from outright endorsing or rejecting Merz’s proposal, while reiterating Ukraine’s demands. Meanwhile, Deputy Prime Minister for European and Euro-Atlantic Integration Taras Kachka indicated that Ukraine is open to elements of the German Chancellor’s proposal regarding participation in EU institutions as a pathway to full membership.

This discussion reflects ongoing debates about Ukraine’s future relationship with the EU amid the backdrop of the war with Russia, highlighting the complexities of integration and the varying perspectives within the EU regarding Ukraine’s status.
