Ukrainian Businessman Challenges Sanctions in Midas Corruption Case

Businessman Oleksandr Tsukerman has filed a lawsuit against President Volodymyr Zelensky, seeking to annul sanctions imposed on him as part of the ongoing Midas corruption investigation in the energy sector. The case was registered on May 15, 2026, in the Cassation Administrative Court.

The lawsuit, numbered 990/184/26, aims to declare the presidential decree from November 13, 2025, which introduced the sanctions, unlawful. Tsukerman is represented by attorney Roman Kruglyak in the matter.

A panel of six judges has been assigned to the case, with Judge Serhiy Ukhanenko presiding. The Cabinet of Ministers of Ukraine, the National Security and Defense Council, and the Ministry of Economy, Environment, and Agriculture are listed as third parties in the lawsuit.

This marks the second similar lawsuit filed in just two days. On May 14, another businessman, Timur Mindich, submitted a comparable request, registered under number 990/181/26. Sanctions against both individuals were set for three years, with some restrictions being indefinite.

In November 2025, the National Anti-Corruption Bureau (NABU) and the Specialized Anti-Corruption Prosecutor’s Office (SAP) uncovered a criminal organization operating within the energy sector, which coerced contractors of Energoatom to pay fees to maintain their supplier status. Tsukerman and Mindich are identified as co-organizers of this scheme, referred to as the Midas case.

On November 12, the Cabinet of Ministers proposed sanctions against both businessmen to the National Security and Defense Council, which President Zelensky signed into effect the following day. Both individuals hold Israeli citizenship and had left Ukraine prior to law enforcement’s intervention. They were reported missing on November 20, prompting NABU to issue a search notice for them.

Oleksandr Tsukerman has initiated legal action against President Zelensky to overturn sanctions linked to the Midas corruption case. This lawsuit follows another similar filing by Timur Mindich, highlighting ongoing legal challenges faced by individuals implicated in a significant energy sector corruption investigation.
