Russian Military Strikes Dnipro, Causing Injuries and Damage

In the early hours of May 20, Russian forces launched an attack on Dnipro, resulting in a fire and injuring five individuals, according to Oleksandr Hanzha, the head of the Dnipropetrovsk regional military administration.

All five victims have been hospitalized, with a man and a woman reported to be in serious condition. Medical teams are currently providing necessary care, Hanzha stated via Telegram.

The attack also caused significant damage to food storage facilities in the area. This incident is part of a broader pattern of assaults by Russian military forces on Ukrainian cities and civilian infrastructure, employing various types of weaponry, including drones, missiles, and artillery systems.

Ukrainian authorities and international organizations have classified these strikes as war crimes, emphasizing their targeted nature. The deliberate targeting of essential services and healthcare facilities aims to deprive civilians of electricity, heating, water supply, communication, and medical assistance, which some legal experts and human rights advocates argue constitutes genocidal actions.

During the ongoing large-scale conflict, Russia has been accused of committing various crimes against Ukrainian citizens that may fall under the definition of genocide. These accusations include:

  • Public declarations of intent to eliminate Ukrainians as an ethnic group, with Russian officials asserting that Ukrainians do not exist as a distinct nationality.
  • Calls for the destruction of Ukrainians.
  • Targeted attacks on critical infrastructure to disrupt essential services.
  • Persecution of pro-Ukrainian individuals in occupied territories.
  • Efforts to eradicate Ukrainian intellectuals, including educators and artists.
  • Implementation of educational systems in occupied areas aimed at altering the identity of children.
  • Deportation of children to Russia to change their identity.
  • Destruction of Ukrainian literature and theft of cultural artifacts.

The Convention on the Prevention and Punishment of the Crime of Genocide, adopted by the United Nations General Assembly in 1948, obligates its 149 member states to prevent and punish acts of genocide both during wartime and in peacetime.

This convention defines genocide as actions intended to destroy, in whole or in part, a national, ethnic, racial, or religious group. Indicators of genocide include the killing of group members, causing serious bodily or mental harm, deliberately inflicting conditions calculated to bring about a group’s physical destruction, and public incitement to commit such acts.

Despite these allegations, Russian leadership denies that its military targets civilian infrastructure or causes civilian casualties, asserting that its operations are focused on military objectives.

The recent Russian military strike on Dnipro has resulted in injuries and significant damage to civilian infrastructure, further escalating concerns over war crimes. Ukrainian officials and international organizations continue to classify these attacks as targeted actions against civilians, raising serious allegations of genocidal intent.
