U.S. Proposes 15-Point Disarmament Plan for Hamas to Facilitate Gaza Reconstruction

The U.S. Council for Peace, under President Donald Trump, is formulating a 15-point disarmament plan aimed at Hamas, a move seen as essential for the reconstruction of Gaza following the recent conflict.

According to the Council’s chief envoy, Nikolai Mladenov, two versions of a proposed “roadmap” are currently under discussion. Speaking in Jerusalem, Mladenov indicated that Hamas could secure a political future if it commits to the peace process and meets the necessary obligations.

For members of the group unwilling to engage in this process, options for safe relocation to third countries may be offered. Mladenov emphasized, “This is not a political demand. It is a necessary condition for the process,” while addressing the issue of Hamas’s disarmament.

Despite a ceasefire brokered by the U.S. seven months ago, progress in Gaza’s recovery has been minimal. One of the primary obstacles cited is Hamas’s failure to disarm as stipulated in the agreements.

Additionally, the Iran-backed group opposes the expansion of Israel’s military presence in Palestinian territories. Even with the ceasefire in place, estimates suggest that around 90% of Gaza’s population remains displaced. Meanwhile, Israel continues to extend its control over parts of the enclave and is considering the possibility of intensifying military operations.

The U.S. Council for Peace is pushing for a disarmament plan for Hamas as a prerequisite for Gaza's reconstruction. Despite a ceasefire, significant challenges remain, including Hamas's refusal to disarm and ongoing displacement of Gaza's population.
