Ukraine Strikes Military-Linked Facility in Perm, Russia

Ukrainian forces have successfully targeted a military-related site in Perm, Russia, which is located over 1,500 kilometers from the Ukrainian border. President Volodymyr Zelensky announced this development via Telegram.

Zelensky expressed gratitude to the Ukrainian military for their precision, noting that long-range strikes have recently affected various locations, including Chelyabinsk and Yekaterinburg, with distances reaching nearly 2,000 kilometers from Ukraine. He emphasized that these actions are a response to ongoing Russian aggression.

“Every day, Russia has the choice to end its war. It should not be for just a few hours to gain our approval for a parade in Moscow, but to truly preserve human lives. We need to value people, not parades. Peace is essential,” Zelensky stated.

Reports from Russian Telegram channels indicated explosions in Perm around 10 a.m., accompanied by images of smoke rising from the city. Preliminary information suggests that the Linear Production Dispatch Station “Perm” and the “Lukoil-Permneftorgsintez” refinery were hit.

In response to the attack, the refinery began emergency pressure release procedures, and operations at the local airport were halted. The Linear Production Dispatch Station is a critical component of Russia’s main oil transportation system, managed by Transneft, facilitating oil distribution in multiple directions, including to the Perm refinery.

The Lukoil-Permneftorgsintez refinery is one of Russia’s largest oil processing facilities, capable of refining over 13 million tons of oil annually. It produces a wide range of products, including gasoline, diesel fuel, aviation kerosene, and lubricants, serving both domestic and export markets.

Dmitry Mahonin, the governor of the Perm region, confirmed that drones targeted an industrial facility, with several UAVs reportedly intercepted. He also noted damage to a residential building, although no injuries were reported.
