Ukrainian President Volodymyr Zelensky has announced plans to introduce legislation governing the activities of private military companies (PMCs) in Ukraine, alongside amendments to existing laws regarding civilian firearms. This development was shared during his evening address.
Zelensky emphasized the need to leverage the skills and experience of Ukrainian soldiers, stating, “The whole world sees that the Ukrainian warrior is truly strong and experienced. Our security export—after this war and for veterans—should be a real business opportunity.” He underscored the importance of Ukraine positioning itself as a global player in the security sector.
The president indicated that the Ministry of Internal Affairs, intelligence agencies, and government officials are collaborating to create a legislative framework for what are commonly referred to as military companies worldwide. He tasked them with devising an optimal legislative format to ensure the law is passed within the year.
“Leading global powers engage their citizens in private military companies and other organizational forms. It is crucial for us to respond to this niche and demand in the security export sector,” Zelensky stated.
Interior Minister Ihor Klymenko confirmed that he has been directed by the president to develop a legislative foundation for regulating the provision of special security and protective services. Klymenko highlighted the goal of establishing a transparent and controlled model that would enable Ukraine to secure its place in the global security market while fully adhering to the Constitution.
In addition to PMCs, Zelensky discussed the preparation of amendments to the legislation governing civilian firearms. He noted that various stakeholders—including members of parliament, military personnel, law enforcement, civil society representatives, and business leaders—are already involved in this process.
“Ukraine needs a modern and robust law on civilian firearms that will protect unarmed citizens while effectively regulating the situation for those who possess weapons,” he stated.
