Ukraine Establishes Military Expert Council ARES to Enhance Armed Forces

The Ukrainian Armed Forces have launched a new advisory body known as the Military Expert Council ARES (Allied Reform and Expert Support) to facilitate the exchange of advanced military practices and international expertise aimed at strengthening the army.

This initiative was announced by the General Staff of the Ukrainian Armed Forces, which indicated that the council’s primary role is to assist in implementing institutional reforms within the military management system, support the transformation of the armed forces, and enhance their overall effectiveness.

“Key priorities include the development of military science and education, improving logistics for the needs of the Ukrainian Armed Forces, and providing advisory support on various issues under the authority of the Commander-in-Chief of the Armed Forces of Ukraine,” the statement read.

The leadership of ARES includes British General Sir Richard Shirreff, who served as Deputy Supreme Allied Commander of NATO from 2011 to 2014. The council also comprises military leaders and experts from partner countries with significant combat and management experience:

  • General David Petraeus (Director of the CIA, 2011–2012);
  • Admiral Manfred Nielson (Deputy Supreme Allied Commander for NATO Transformation, Germany, 2016–2019);
  • Lieutenant General Pavel Macko (Deputy Chief of the General Staff of the Armed Forces of Slovakia, 2013–2018);
  • Vice Admiral Sir Martin John Connell (Second Sea Lord and Deputy Chief of Staff of the Royal Navy, 2022–2025);
  • Lieutenant General Andrew Leslie (Commander of the Canadian Army, 2006–2010);
  • Major General Patrick Carpentier (Commander of the Canadian Joint Task Force North, 2017–2020);
  • Commodore Hans Helset (Navy representative from Norway in NATO structures).

The General Staff noted that preparations are underway for the council’s first meeting and the commencement of its practical operations.

The Ukrainian Armed Forces have established the Military Expert Council ARES to enhance military capabilities through international collaboration. Led by notable military figures, the council aims to implement reforms and improve operational effectiveness.
