Ukraine Faces New Power Outages Amid Price Cap Changes

Ukraine is experiencing a resurgence of power outages due to stricter price caps in the electricity market, despite the absence of severe weather and enemy attacks. This situation has arisen following a decision by the energy regulator to set maximum prices that do not align with current market conditions.

Vladimir Kudrytsky, former head of Ukrenergo, emphasized that the regulator’s actions have restricted the use of electricity imports from the European Union during most hours. This has rendered imports economically unfeasible, while domestic generation, particularly from gas, is also unable to meet demand. Consequently, the energy system is losing resources precisely when they are most needed.

Kudrytsky likened the regulator’s decision to implementing a price cap on diesel, which similarly led to a disappearance of electricity from the market. He noted that this scenario was previously observed during winter when lower price caps limited imports, resulting in prolonged outages.

The former official warned that the consequences of these decisions include a return to outages affecting both industry and households, as well as a slowdown in the development of new distributed generation due to waning investor confidence in the market.

In January 2026, the National Commission for State Regulation of Energy and Public Utilities (NERC) raised price caps in short-term market segments, allowing for increased electricity imports from Europe during periods of shortage. However, the regulator’s recent decision to revert price caps to previous levels as of March 31 has raised concerns among industry analysts.

Experts had previously cautioned that stricter price limits could create an artificial electricity shortage in the spring and restrict imports. Additionally, MP Andriy Zhupanin has stated that Ukraine should gradually move away from price caps as a regulatory tool in light of its integration with the European Union.

Supporters of abandoning price caps argue that Ukraine’s approach significantly differs from the European model and needs to evolve toward a more market-oriented system.

Stricter price caps in Ukraine's electricity market have led to renewed power outages, raising concerns about economic feasibility and investor confidence. Experts call for a shift away from these caps to better align with European standards.
