Ukraine to Expand Affordable Medicines Program by 2026

The Ukrainian government has announced plans to broaden its “Affordable Medicines” program by 2026, introducing new medications aimed at treating diabetes, heart failure, and preventing thrombosis. This initiative follows a recent resolution approved by the Cabinet of Ministers, which enhances the reimbursement mechanism for pharmaceuticals.

The resolution lays the groundwork for the inclusion of five new active substances into the program: dapagliflozin, empagliflozin, apixaban, dabigatran etexilate, and rivaroxaban. These medications are primarily used for managing type 2 diabetes, heart failure, and preventing thromboembolic complications, including strokes.

Moreover, the resolution clarifies pricing and reimbursement processes. A fixed reimbursement amount will be established, ensuring that the state covers a specific percentage of the cost for designated medication packages.

Additionally, the document introduces new mechanisms to attract manufacturers to the program. If no proposals exist for a particular international non-proprietary name, the medication with the lowest wholesale price may be added during the next program update.

The National Health Service of Ukraine will have expanded responsibilities under the new resolution, including the formation, maintenance, and publication of lists of reimbursable medicines and medical devices, as well as setting maximum wholesale prices.

Background on the “Affordable Medicines” Program

The electronic prescription system was launched in Ukraine in April 2019 as part of the reimbursement program. Patients suffering from cardiovascular diseases, bronchial asthma, or type 2 diabetes can access medications either free of charge or with minimal co-payments through electronic prescriptions.

Since October 1, 2021, the program has also included medications for mental health conditions such as schizophrenia, epilepsy, depression, PTSD, and various affective and neurotic disorders. Insulin medications can now also be obtained via electronic prescriptions.

Under the reimbursement program, patients can acquire medications at no cost or with partial payments at any pharmacy contracted with the National Health Service of Ukraine. To find the nearest participating pharmacy, individuals can contact the NSZU hotline at 1677.

According to government data, over five million Ukrainians have utilized the program in the past five years, with 15,000 pharmacies participating and nearly 600 medications available. The 2025 state budget allocates 6.6 billion UAH for the “Even More Affordable Medicines” initiative.
