European Union Technical Team Arrives in Ukraine

A technical team from the European Union is currently in Ukraine, awaiting permission to assess the damage to the Druzhba oil pipeline, which was affected by Russian shelling. This team comprises experts from the European Commission and member states, who will evaluate the situation once access is granted. Ukrainian officials have indicated that the decision regarding access to strategic sites rests with the Security Service of Ukraine.

Context: Earlier reports indicated that EU experts would inspect the damaged section of the Druzhba pipeline. A small delegation of European engineers is already in Kyiv, with logistics managed by the EU’s representation in Ukraine. On March 17, Ukrainian President Volodymyr Zelensky confirmed in a letter to European Commission President Ursula von der Leyen and European Council President Charles Michel that Ukraine had agreed to the EU’s proposal for financial and technical assistance for the pipeline’s repair.

Iran Launches Attack on Gas Facility in Qatar

On March 18-19, Iran conducted strikes on the industrial city of Ras Laffan in Qatar, resulting in a significant fire at one of the world’s largest natural gas facilities. QatarEnergy reported that the Pearl GTL plant, which converts gas into liquid hydrocarbons, sustained considerable damage. In response, Qatar’s Ministry of Foreign Affairs declared several Iranian diplomats persona non grata. The United Arab Emirates also reported Iranian attacks on the Habshan gas facility and the Bab oil field.

Context: Earlier that day, Iranian state media had reported that Israel attacked the Iranian South Pars gas field, prompting Iran to vow retaliatory strikes against Gulf countries. Former U.S. President Donald Trump stated he was unaware of Israel’s intentions regarding South Pars and warned that if Iran did not cease its attacks on Qatar, U.S. military action would follow.

Spain to Provide €1 Billion in Military Aid to Ukraine

Spain has announced it will provide €1 billion in military assistance to Ukraine this year, as stated by Prime Minister Pedro Sánchez during a joint press conference with President Zelensky. The aid will involve the co-production of various materials between the defense ministries of Spain and Ukraine. Sánchez noted that Spain’s total assistance to Ukraine has now reached €4 billion.

Context: During his visit to Spain on March 18, Zelensky held a bilateral meeting with Sánchez, resulting in the signing of several cooperation agreements. These include new defense agreements involving the private sector and a contract for infrastructure collaboration between Spain’s railway company and Ukraine’s state railway, Ukrzaliznytsia.

Egypt to Implement Electricity Restrictions

Egypt will introduce electricity restrictions due to rising global fuel prices stemming from the conflict in Iran, according to Prime Minister Mostafa Madbouly. Government buildings will close at 6 PM, while shopping centers, dining establishments, and stores will close at 9 PM on weekdays and 10 PM on weekends. The government is also considering mandatory remote work for one or two days a week.

Context: Egypt’s electricity supply heavily relies on natural gas imports. Madbouly indicated that following the onset of the U.S.-Israeli conflict against Iran, Egypt’s gas import costs have more than doubled. He described the situation as an unprecedented global crisis with serious implications worldwide.

Russian Drone Attacks in Ukraine

On the evening of March 18, explosions were reported in Lviv during an air raid alert, as a Russian drone targeted the building of the Security Service of Ukraine (SBU) in the Lviv region. According to regional governor Maksym Kozytskyi, there was damage, but no casualties were reported. Emergency services are currently on site.

In the early hours of March 19, Russia also launched drone attacks on Odesa, resulting in injuries to three individuals, two of whom were hospitalized. Odesa’s military administration head, Serhiy Lysak, reported that several residential buildings, including two apartment blocks and structures in the private sector, were damaged, as well as a residential building in the historic center of the city.

Recent developments highlight escalating tensions in both Ukraine and the Middle East. The EU is preparing to assess damage to the Druzhba pipeline, while Iran's attacks on Qatari gas facilities have prompted international responses.
