Ukraine and UK Sign Declaration to Strengthen Defense Cooperation

The governments of Ukraine and the United Kingdom have formalized their commitment to enhanced defense collaboration through a declaration signed on March 17. This agreement aims to bolster collective security efforts between the two nations.

Under the terms of the declaration, both countries will work towards advancing Ukraine’s military capabilities to a level that would enable it to provide effective military assistance to the UK in the event of aggression, in accordance with national laws and procedures.

The document outlines a framework for developing a joint defense ecosystem focused on innovation, resilience, and adaptability to evolving security challenges. It specifies areas of cooperation that may include the establishment of joint production lines, collaborative research and development initiatives, and integration of defense supply chains.

Additionally, the agreement emphasizes the importance of industrial partnerships to support large-scale production of defense systems and components. Both nations will also expedite the implementation of the LYRA program, which encompasses a range of joint projects involving drones, air defense systems, long-range strike capabilities, and other innovative technologies based on effective data sharing and relevant agreements.

Among the notable aspects of the declaration is a commitment to license the production of the Ukrainian-developed OCTOPUS drone interceptor in the UK, showcasing a successful example of collaborative technology development.

Furthermore, Ukraine and the UK have pledged to strengthen their bilateral partnership in air defense systems and the development and production of missile systems to address critical gaps in their defense capabilities and those of the broader Euro-Atlantic region. Key priorities include economically efficient drone interceptors, detection systems, integration of cruise missile defense systems, and the development of anti-ballistic capabilities.

The two countries will also explore opportunities for defense industrial and technological cooperation with third countries. The declaration reflects intentions to integrate Ukraine’s experiences gained from defending against Russian aggression, deepen collaboration in training and preparation, and accelerate information sharing in defense matters.

On the same day, Ukrainian President Volodymyr Zelensky visited London, where he met with King Charles III, addressed the UK Parliament, and signed the declaration with Labour leader Keir Starmer.

Ukraine and the UK have signed a declaration aimed at enhancing defense cooperation, focusing on military capability development and collaborative technology initiatives. This partnership seeks to address critical defense gaps and foster joint production efforts.
