Ukrainian officials have clarified that the country is not seeking to join the European Union without fulfilling all necessary requirements. Deputy Prime Minister Taras Kachka emphasized that Ukraine is interested in genuine membership rather than a symbolic accession.
Kachka stated, “Ukraine has never advocated for joining the European Union ‘in advance’ or without meeting all required criteria. Doing so would be nonsensical.” He elaborated that formal membership without compliance would not provide Ukraine with any real advantages.
He noted, “There is no point in joining if we do not complete all necessary steps. We would not be able to fully utilize EU financial instruments and would remain isolated. Being nominally a member state offers no benefits to either citizens or businesses.”
Regarding the timeline for potential EU accession, Kachka suggested that a membership agreement could theoretically be signed by 2027, even before all requirements are met. However, he clarified that while the agreement could be signed, it would not take effect until ratified by all EU member states, a process that could take considerable time.
Kachka expressed hope that the ratification process would be expedited, stating, “We will sign the agreement and continue to fulfill the remaining requirements.”
When asked about the percentage of requirements that need to be met for the signing of the accession agreement, Kachka highlighted the importance of progress in the rule of law. He stated, “If we achieve significant progress in the rule of law, the remaining requirements will be more technical in nature.”
