In a recent address, Ukrainian President Volodymyr Zelensky announced that Ukraine possesses the world’s most extensive experience in countering drone attacks and is prepared to share this knowledge with countries in the Middle East, as well as partners in Europe and the Americas.
Zelensky emphasized Ukraine’s readiness to assist those who support the nation, stating, “We are ready to help those who help us. Secretary of the National Security and Defense Council Rustem Umerov, along with our military, intelligence, and the Ministries of Defense and Foreign Affairs, will prepare specific agreements. Ukraine is a reliable security donor, which is not only our security but also our economic perspective. Protection for Ukraine, cooperation with partners, and development for Ukrainian production are all interconnected. Everything we have learned to protect ourselves can serve as a global foundation for security and a secure life.”
During a press conference on the same day, Zelensky discussed what Ukraine seeks in return for supplying drones and expertise on counter-drone measures in the Middle East. He pointed out the urgent need for specific missile systems, particularly the PAC-2 and PAC-3, which are crucial for Ukraine’s air defense. Zelensky also reminded attendees that Ukraine proposed an investment deal to the United States for drone production a year ago.
In October 2025, Umerov had previously mentioned ongoing negotiations regarding a drone agreement with the United States.
On March 9, Zelensky revealed that Ukraine had received 11 requests for the supply of drones capable of countering hostile drone attacks. These inquiries came from regional neighbors of Iran, as well as European nations and the United States.
Earlier on March 4, the president stated that Ukraine would assist Middle Eastern countries in defending against Iranian attacks, with Ukrainian experts set to work on-site as arrangements are already underway.
Reports from the Financial Times indicated that the U.S. and an unnamed Gulf nation are interested in purchasing Ukrainian interceptor drones to target Iranian Shahed drones. In this context, Zelensky proposed a “quiet exchange” of assistance, seeking missiles for air defense systems in return.
