IAEA Board Resolution Addresses Nuclear Safety Risks Amid Russian Attacks on Ukraine’s Energy Sector

The Board of Governors of the International Atomic Energy Agency (IAEA) has passed a resolution acknowledging the direct implications for nuclear safety stemming from Russian attacks on Ukraine’s energy infrastructure. However, the United States has expressed opposition to this resolution.

During discussions, Ukraine’s Minister of Foreign Affairs emphasized the severity of the situation, stating, “Strikes on electrical substations that power nuclear facilities are not just routine attacks. They represent a deliberate attempt to create conditions for a blackout and increase the risk of a nuclear incident.” He thanked the Board members for recognizing these dangers and supporting IAEA monitoring and expert missions.

The Minister characterized the situation as “nuclear terrorism,” asserting that there can be no return to normalcy in relations with Russia regarding nuclear energy while it continues to pose unacceptable risks. This includes the occupation of the Zaporizhzhia Nuclear Power Plant and ongoing assaults on the energy system that supports nuclear safety operations.

Additionally, he reminded the Board of prior warnings issued by Kyiv regarding Russian plans to target substations critical for the external power supply of Ukrainian nuclear power plants.

In a notable shift, the United States did not support the IAEA resolution for the first time. Prior to the vote, U.S. representatives stated their commitment to the IAEA’s work but opposed what they termed an “unnecessary resolution that does not contribute to achieving peace between Ukraine and Russia.”

In the voting results, alongside the United States, Russia, China, and Niger also opposed the resolution. The final tally showed four votes against, 20 in favor, and 10 abstentions.

The ongoing attacks on Ukraine’s energy system have raised significant new concerns regarding the safety of operational nuclear power plants. In light of the risks associated with unstable electricity supply, the IAEA convened an emergency meeting in Vienna.

The IAEA Board has recognized the nuclear safety risks posed by Russian attacks on Ukraine's energy infrastructure, despite U.S. opposition. This development underscores ongoing concerns about the safety of nuclear facilities amid the conflict.
