Ukraine Adjusts Price Caps to Enhance Electricity Imports Amid Ongoing Supply Deficit

The decision to modify price caps in Ukraine’s day-ahead electricity market has been described as a necessary measure that has yielded systemic benefits for the energy sector.

According to energy expert Sokolovsky, this adjustment has enabled energy traders to procure electricity more actively from Europe, resulting in an increase of approximately 2 GW in imports.

“Price caps are a survival tool,” Sokolovsky emphasized.

Despite this increase, he noted that a deficit persists. On certain days, consumption can reach about 16 GW, while total generation, including imports, stands at around 12 GW. Thus, while the market has gained additional resources, the underlying issue of capacity shortages remains unresolved.

Sokolovsky characterized the rise in price caps as an anti-crisis tool that facilitates navigation through challenging periods.

He further stressed the importance of restoring thermal generation, repairing substations and transmission lines, and developing decentralized and distributed generation systems to mitigate systemic risks in future seasons.

A report from the Energy Community – Ukraine Energy Market Observatory for the fourth quarter of 2025 indicates that the adjustment of price limits at the beginning of 2026 has contributed to stabilizing the market amid ongoing capacity shortages and has improved import capabilities.

Earlier reports from the company Ukrhydroenergo have confirmed that the increase in price caps has had a systemic effect in attracting imports and assisting in system balancing.

Ukraine's adjustment of electricity price caps has facilitated increased imports but has not fully resolved the ongoing supply deficit. Experts call for further infrastructure improvements to ensure long-term stability.
