Ukraine is exploring the possibility of shifting from a mobilization-based military structure to a contract army, but faces significant financial hurdles in making this transition. President Volodymyr Zelensky has acknowledged the need for increased support from European nations to facilitate this change.
Zelensky stated, “Is there enough funding overall? No. However, Europe largely supports Ukraine and is helping its people. This is true.” He emphasized that the country requires more assistance, particularly in terms of military resources, as it currently does not match the arsenal of the Russian Federation.
The president highlighted that transitioning to a contract-based military system could enhance Ukraine’s defense capabilities. He noted, “When we talk about personnel, Europeans can assist if we move our army from mobilization to contracts. This is similar to what Russian President Vladimir Putin is doing.”
Zelensky also mentioned that he is offering financial incentives to individuals who are willing to enlist and fight. “We want to do this as well, but we lack sufficient funds. This is where Europeans can help. However, this program is not yet funded by European partners,” he added.
