Ukrainian Border Service Launches Online Exit Restriction Check

The State Border Guard Service of Ukraine has introduced a new online service called “Personal Cabinet,” enabling citizens to verify if they have any travel restrictions in real time. This initiative comes amid ongoing military mobilization and a state of martial law in the country.

Under current regulations, military conscripts, primarily men receiving summonses, face restrictions on leaving Ukraine. The newly launched service allows individuals to independently check for temporary exit bans imposed by court decisions or the Border Service itself.

The service specifically targets temporary restrictions, which may stem from legal judgments or enforcement actions. However, it does not cover travel limitations related to the military mobilization, which are governed by separate protocols.

According to the Border Service, the primary reasons for exit bans often involve individuals who fail to pay alimony. The law stipulates that a person’s exit may be temporarily restricted if they:

  • Evade compliance with a court decision;
  • Have outstanding alimony debts confirmed by an enforcement agency.

To utilize the “Personal Cabinet” service, users must follow a series of steps:

  • Register using an electronic signature via id.gov.ua, Diia.Signature, BankID, or KEP;
  • Log in to the personal cabinet on the Border Service portal;
  • Conduct a real-time check, where the system automatically verifies data against the Border Service databases;
  • Receive immediate feedback indicating either “No Restrictions” or “Temporary Restriction Exists.”

The service operates continuously and is accessible from any device, including smartphones, tablets, or computers.

Recent Developments in Ukrainian Exit Policies

In related news, Ella Libanova, director of the Institute of Demography and Social Research at the National Academy of Sciences of Ukraine, has raised concerns about the potential for men to leave the country after the war. She indicated that once martial law is lifted, some families may reunite outside Ukraine.

Libanova noted that the likelihood of this occurring increases if individuals in Ukraine lack stable employment and housing, while those abroad have established social support systems.

Furthermore, Prime Minister Yulia Svyrydenko announced that the government will lift all exit restrictions for women, previously applicable to those in high-ranking government positions, including Cabinet members and heads of central government agencies.

“The government is removing border crossing restrictions for all women without exception, regardless of their positions in government, local authorities, state enterprises, and courts,” Svyrydenko emphasized.
