Ukraine Considers Stricter Penalties for Speeding and New Regulations for E-Scooters

The Ukrainian government is exploring a series of measures aimed at enhancing road safety, including stricter penalties for speeding and new regulations for electric scooters. Prime Minister Yulia Svyrydenko announced these potential changes during a recent briefing, emphasizing the need for a more effective approach to traffic violations.

Under the proposed framework, penalties for speeding may vary based on the degree of the violation. The government aims to target habitual offenders who pose a risk to other road users. Svyrydenko noted that in the past year, automatic speed cameras recorded nearly 2,900 drivers exceeding the speed limit more than 50 times. Furthermore, over 35,000 drivers were flagged for speeding more than ten times within the same period.

The Ministry of Internal Affairs (MIA) is expected to discuss these proposals with lawmakers soon. Svyrydenko highlighted the importance of expanding the network of automatic speed monitoring systems, stating that the current 377 cameras could increase to over 410. She indicated that areas with active monitoring tend to see improved compliance with traffic regulations.

In addition to speeding regulations, the government is preparing legislation to regulate the use of electric scooters and other light personal transport vehicles. The number of traffic accidents involving these vehicles has surged by 66.8% in the first five months of 2026, raising concerns about safety, particularly for vulnerable groups such as children.

“People, including children, are getting injured or killed. The rules need to be clear and understandable for all road users,” Svyrydenko stressed.

Key Developments in Ukraine’s Road Safety Regulations

On June 8, Svyrydenko detailed a comprehensive set of initiatives aimed at reducing traffic accidents and improving discipline on the roads. This announcement follows earlier plans to reinstate mandatory technical inspections for all vehicles, a requirement stemming from commitments to the European Union. Legislative changes are expected to be finalized by the end of 2027.
