Ukraine and Hungary Reach Agreement on Minority Rights in Exchange for EU Negotiation Support

Ukraine has agreed to implement a series of legislative changes aimed at enhancing the rights of national minorities, following negotiations with Hungary. This agreement comes as Hungary lifts its veto on Ukraine’s European Union accession talks, which had been in place for 17 months.

According to a 20-page document obtained by Radio Free Europe, the new measures will grant specific rights to educational institutions serving national minorities. Schools with classes in minority languages will be designated as “national minority schools,” allowing for bilingual signage and requiring school leaders to be proficient in the minority language.

Students in these schools will have the legal right to communicate with each other and their teachers in their native language. Additionally, educational documents can be issued in the minority language upon parental request, and standardized test materials may also be translated, although this excludes assessments in Ukrainian language and history.

The agreement also encompasses broader societal and political rights for national minorities, including:

  • Officials in regions with significant minority populations may be required to speak the minority language for official communication.
  • Legislation affecting minority rights must be discussed with representatives of these communities.
  • Public events, such as voter meetings and sports activities, can be conducted in the minority language.
  • Signage on local government buildings may be displayed in the minority language.
  • Election campaigning and information about voting procedures can be provided in the minority language, including on ballots in areas traditionally inhabited by minorities.
  • Street names and other geographical identifiers may be presented in minority languages.
  • Minority symbols may be used at official state events, provided they do not overshadow Ukrainian symbols.

This agreement marks a significant diplomatic development, as it not only addresses the rights of Hungary’s minority population in Ukraine but also facilitates Ukraine’s aspirations for EU membership. Hungary’s decision to support Ukraine’s EU negotiations was influenced by recent discussions among EU ambassadors in Brussels, which expedited preparations for the first negotiation cluster, set to begin by mid-June.
