Kyivstar Launches Light Data Service to Enhance Connectivity in Ukraine

Kyivstar has introduced a new service called Light Data, enabling millions of Ukrainians to maintain connectivity even in areas lacking traditional mobile coverage. This service, currently in a testing phase, utilizes Starlink Direct to Cell technology, allowing Android mobile phones to connect directly to satellites without the need for additional equipment. Apple users will gain access to this feature at a later date.

According to Kyivstar’s CEO, Oleksandr Komarov, the company previously implemented satellite SMS capabilities six months ago, connecting over six million users to the network at least once. The introduction of Light Data marks a significant advancement, with Komarov emphasizing the urgency of the initiative, which was developed in collaboration with Ukrainian authorities.

The National Commission for the State Regulation of Communications and Informatization (NCCIR) has endorsed the implementation of this innovative service, recognizing its importance for national security and infrastructure resilience during wartime. The regulator is closely monitoring the safety of the testing process and adherence to technical standards.

The Ministry of Digital Transformation highlighted the practical implications of this project for various segments of the population, including travelers and emergency service personnel. The satellite technology is expected to be particularly beneficial for residents in frontline regions, where terrestrial towers frequently suffer damage.

Komarov noted, “We see that closer to the front line, the role of satellites becomes critical for providing reliable communication. While satellites cannot replace traditional mobile towers, they serve as a dependable backup. In Ukraine, there are over 500 small remote villages with populations of just a few dozen, where establishing a dedicated communication line is impractical. Satellite technology resolves this issue, ensuring safety and connectivity for residents and their families.”

Currently, Kyivstar is working to expand the range of applications compatible with Light Data. The company plans to prioritize governmental and financial services, along with emergency notification systems.

The testing of Light Data is already integrated into several Kyivstar tariff plans and is offered as a feature called “There is Connection” at no extra charge. The operator is also adapting the technology for business clients, including users of standard and M2M SIM cards.

The initiative is particularly vital for residents in frontline regions, where terrestrial infrastructure is often compromised.
