Key Changes for Ukrainians Starting June 1, 2026

Starting June 1, 2026, several significant changes will impact the lives of Ukrainians, particularly concerning financial programs and military mobilization rules. Citizens are urged to take note of these developments to avoid missing important deadlines.

One major change involves the expiration of funds accumulated through the “National Cashback” program, which must be utilized by June 30. If not spent, these funds will revert to the state budget. Additionally, the government plans to increase salaries for military personnel, while new regulations regarding mobilization exemptions for certain workers are set to be implemented.

As part of the ongoing digitization efforts, the deadline for submitting labor book data for electronic conversion is June 10. After this date, individuals will need to approach the Pension Fund directly to complete the process.

Changes to Utility Tariffs

While there are speculations about potential increases in utility costs later in the year, current rates are expected to remain unchanged in June. The electricity tariff stands at 4.32 UAH per kilowatt-hour, and the gas price is fixed at 7.96 UAH per cubic meter, with no hikes permitted until the end of the war.

New Mobilization Rules

New mobilization rules will require that companies seeking exemptions demonstrate that the average salary for their employees is at least three times the minimum wage, which is currently set at 25,941 UAH. For businesses located in frontline areas, the requirement is slightly lower, at 2.5 times the minimum wage.

Moreover, businesses that exceed the limit of employees eligible for exemption will have to revoke the status of some workers themselves. The government will also review the criteria that define which companies are deemed critical for national interests by September 1.

Military Salary Increases

President Volodymyr Zelensky has announced a reform in military compensation, set to take effect in June. Personnel in non-combat roles will see salaries rise to a minimum of 30,000 UAH, while those engaged in direct combat will earn between 250,000 and 500,000 UAH, depending on their effectiveness.

End of Labor Book Digitization

The ongoing digitization of labor books aims to streamline pension calculations and prevent data loss. The deadline for employers to submit labor book data for digitization is June 10, after which individuals will need to manage the process themselves through the Pension Fund.

National Multi-Test for Graduates

High school seniors will take the National Multi-Test (NMT) from June 20 to 25, a requirement for university admission. Students unable to participate during this period can register for a supplementary session from July 17 to 24.

Cashback Program Deadline

Ukrainians are reminded to spend their cashback funds from the “National Cashback” program before June 30 to avoid losing the money. These funds can be used for various purchases, including utilities, books, and donations to the military.

Pension Adjustments

While there will be no significant changes to pension payments in June, some pensioners may receive individual bonuses based on age. Those turning 70, 75, or 80 will see their pensions increased by 300, 456, and 570 UAH, respectively.

Border Crossing for Women

New regulations allowing women to cross the border have been introduced, enabling most women, except military personnel and those under judicial restrictions, to leave the country freely.

Health Screening Program Deadline

The health screening program for citizens aged 40 and above, launched earlier this year, requires participants to utilize their allocated funds by June 30. Those who applied after May 1 must use their funds within two months of allocation.

June Holidays

June will feature several significant holidays, including Journalist Day on June 6 and Constitution Day on June 28, alongside a day of remembrance for war victims on June 22.

Starting June 1, 2026, Ukrainians will face several critical changes, including the expiration of cashback funds, new mobilization rules, and salary increases for military personnel. Citizens are advised to be aware of these developments to avoid missing deadlines.
