“This is the longest meeting involving Ukraine in our history, and it is indeed very important. The main conclusions from all partners are clear: Ukraine is strong—everyone recognizes this, absolutely.”
The president highlighted the urgent need for air defense systems and financial support for the Ukrainian military. He stated,
“We need air defense; everyone emphasized this. Funding for the army is crucial. I have repeatedly said: I need money for contracts for our military. Partners agree, and we will all work on this together.”
Zelensky also pointed out the necessity for Europe to enhance its military capabilities, particularly in ballistic defense. He expressed confidence in Ukraine’s resolve, stating,
“Ukraine does not give up, and we will definitely push this through. This is our initiative, now together with our partners. Putin wants everything to burn in Ukraine, and he is insane—this is what our partners feel. Ukraine is ready to negotiate with him, despite this.”
Furthermore, Zelensky urged Europe to fully engage in sanctions against Russia, emphasizing the need for consistent enforcement without exceptions. He stated,
“Europe must fully engage in sanctions—without exceptions. Regarding confiscation—without exceptions. And in financing Ukraine.”
The president reiterated the importance of security guarantees for Ukraine, asserting,
“It is clear that Putin fears the return of his army home. That is why he is so afraid of the end of the war without victory. There will be no victory. He is physically afraid of his army. Therefore, if there is no ceasefire without specific security guarantees, he will return to war. This time, others may be under threat.”
Zelensky further claimed,
“Today, Ukraine is de facto the second-largest army in NATO, not yielding to the second-largest army in the world. Therefore, we, specifically we, are needed by NATO de jure. This is already a fact recognized by all leaders.”
He also mentioned that during the ‘Ramstein’ meeting, Ukraine secured agreements for additional F-16 fighter jets, stating,
“We urgently need to prepare pilots.”
