The Office of the Prosecutor General of Ukraine has announced that a member of the Verkhovna Rada, the country’s parliament, is under suspicion of treason during a state of war. Although the official statement did not disclose the individual’s name, Olexandr Dubinsky has publicly confirmed that he is the subject of the allegations.
According to the Prosecutor General’s office and the State Bureau of Investigation, Dubinsky is accused of actions detrimental to Ukraine’s information security, specifically for allegedly assisting an aggressor state in conducting subversive activities against Ukraine.
“He is suspected of intentional actions that harm Ukraine’s information security, including providing assistance to an aggressor state in carrying out subversive activities against Ukraine,” the Prosecutor General’s office stated.
Investigators allege that Dubinsky systematically disseminated publications, audio, and video messages through his personal Telegram channel, as well as on Facebook and Instagram. These materials reportedly aligned with contemporary Russian propaganda narratives and were utilized by adversaries in their subversive efforts against Ukraine in the information domain.
“The MP, accused of treason and currently in custody, established a mechanism to continue active anti-state propaganda even from within pre-trial detention. Linguistic and psychological analyses have concluded that his publications on Telegram, Facebook, and YouTube jeopardize Ukraine’s state and information security,” the State Bureau of Investigation noted.
Furthermore, it has been reported that during meetings with his lawyers, Dubinsky used their laptops to prepare texts, record videos, and store materials, leaving behind instructions for their subsequent publication.
“After his release from pre-trial detention, the lawyers connected to the internet and transmitted the prepared content to an individual managing Dubinsky’s information resources. According to operational data, this person is his civil partner, currently residing in Barcelona,” the statement added.
The investigation has also uncovered that in 2021 and 2022, Dubinsky’s mother and wife purchased two apartments in Barcelona for nearly 400,000 euros. Most of the funds reportedly came from two Russian citizens, likely his mother and daughter. The younger of the two has a background from a prestigious Moscow university that trains personnel for the Russian Foreign Intelligence Service and has previously worked in the administration of President Vladimir Putin. These circumstances are being examined separately by investigators.
Prosecutors have analyzed over 50 videos and publications from Dubinsky’s Telegram channel, social media, and other platforms, including Russian sources. Judicial examinations have confirmed that the materials contain elements characteristic of Russian propaganda.
Dubinsky’s actions have been classified as treason committed during a state of war in conspiracy with a group of individuals, according to articles 28 and 111 of the Ukrainian Criminal Code. The penalties for such offenses can range from 15 years of imprisonment to life imprisonment with property confiscation.
In his Telegram channel, Dubinsky acknowledged that he is the individual under suspicion, stating that searches are currently taking place involving his legal representatives.
“As the fabricated criminal case against me collapses in court, the thieving regime of Zelensky has decided to hand me another charge… Zelensky is desperately trying to shift blame for his looting onto political opponents. But he is trying in vain: the whole country sees who is stealing during the war,” Dubinsky wrote.
He further asserted that the real threat to national security is not himself, who has been in pre-trial detention for nearly three years, but rather Zelensky and his administration, whom he accuses of plundering a blood-soaked country.
