Ukraine’s Pension Fund to Continue Processing Paper Employment Records Post-Digital Transition

The Pension Fund of Ukraine has confirmed that it will continue to accept and process paper employment records even after the conclusion of the five-year transition period for digitizing these documents, which ends on June 10, 2026. This information was provided in response to an inquiry from Radio Free Europe.

According to the Pension Fund, following the transition period, scanned copies of employment records will still be accepted for the creation of electronic employment books. Additionally, the Fund will consider periods of employment accrued before January 1, 2004, based on original paper records when determining pension eligibility.

The Pension Fund also clarified that current legal regulations do not impose penalties for failing to submit information during the five-year period designated for the formation of electronic employment records.

Individuals who are unable to access their employment information through the Pension Fund’s electronic services, or who cannot scan and upload their documents independently, can do so at the service center of the main office of the Pension Fund of Ukraine.

As of May 20, 2026, the Pension Fund reported that 11.34 million scanned copies of employment records had been submitted since the law establishing the five-year transition period took effect. Of these, 6.46 million were submitted by employers, while 4.88 million were submitted by insured individuals.

The legislation, passed by the Verkhovna Rada on February 5, 2021, introduced the electronic accounting of employment activities within the register of insured persons in the State Register of Mandatory State Social Insurance. This law established a five-year transition period for incorporating information from paper employment records into the State Register.

The Pension Fund of Ukraine will continue to process paper employment records beyond the digital transition deadline in June 2026. The Fund has reported significant progress in digitizing these records, with over 11 million submissions recorded to date.
