The Commander-in-Chief of the Ukrainian Armed Forces, Oleksandr Syrskyi, has issued a directive mandating the rotation of soldiers engaged in frontline operations. This announcement was made via his Facebook page on April 30.
Syrskyi emphasized that the increasing prevalence of drones on the battlefield has altered the dynamics of military engagement. He stated, “The concepts of the front line, rear, and depth of combat formations have significantly transformed. Logistics and movement have become more complex, both on the battlefield and from the front line to the rear. To preserve the lives and health of servicemen operating at the combat line and within the defense depth, I have signed an order for mandatory rotation of those performing tasks at the front line.”
According to the new directive, commanders are required to ensure that soldiers remain at their positions for a maximum of two months, followed by a mandatory replacement (rotation) within one month.
The military chief stressed that rotations should be planned in advance, taking into account the circumstances, nature of combat operations, and available resources.
The order also stipulates essential requirements:
- Servicemen must undergo medical examinations and be given time to rest after completing combat tasks;
- Timely provision of ammunition and supplies for soldiers engaged in combat (special) tasks at their positions.
Syrskyi indicated that compliance with the order will be strictly monitored, and any violations will result in “inevitable accountability” in accordance with current legislation and military statutes. He reiterated that the order is mandatory for all units performing combat tasks at the front line.
Background
On April 23, the 14th Separate Brigade in Volyn responded to reports concerning four servicemen from one of its mechanized battalions, whose photos circulated on social media. The soldiers were reported to be in a precarious situation at a “zero” position, lacking adequate water and provisions.
The Military Law Enforcement Service of Ukraine announced an investigation into potential violations and abuses within the 58th Separate Motorized Infantry Brigade of the 14th Army Corps of the Joint Forces. The agency noted that it is closely monitoring all signals and responding to reports that may indicate violations of legislation or the rights of servicemen.
In line with Syrskyi’s administrative decisions, an investigation regarding the situation within the unit is concluding. Should any unlawful actions be confirmed, they will be legally assessed, and those responsible will face legal consequences.
The Military Law Enforcement Service also mentioned that a significant portion of the information circulating on social media was already under the scrutiny of law enforcement. Criminal proceedings are being considered based on certain materials.
