The Ukrainian government has unveiled a new initiative aimed at assisting small and medium-sized enterprises (SMEs) that have suffered damage from attacks. Under the “Affordable Loans 5-7-9%” program, these businesses will be eligible for preferential loans to help restore their damaged properties.
Starting July 1, SMEs will be able to apply for loans with an interest rate of just 0.1% for the first two years. After this period, the rate will increase to between 5% and 9%, depending on the size of the business and the number of new jobs created.
The maximum loan amount available through this program is set at 150 million hryvnias. Importantly, loans for restoration will not count against the overall limit of state support, allowing businesses to access multiple programs simultaneously.
Since the “Affordable Loans 5-7-9%” program was launched in February 2020, entrepreneurs have secured over 150,900 loans totaling more than 531.6 billion hryvnias. Notably, 16,400 loans amounting to 71.6 billion hryvnias have been issued since the beginning of 2026 alone.
This initiative is part of a broader strategy to foster the growth of Ukrainian manufacturers under the “Made in Ukraine” campaign, which supports SMEs across the nation.
In addition to loan support, businesses can access various recovery tools, including grants of up to 16 million hryvnias for purchasing production equipment, the “Point of Support” program for compensating employee salaries during downtime, and mechanisms for insuring against war-related risks.
On January 26, President Volodymyr Zelensky announced the establishment of a nationwide economic platform named “Made in Ukraine.” This platform aims to facilitate ongoing communication and coordination between government bodies and the business sector.
President Zelensky emphasized that the platform will encompass small, medium, and large businesses from various regions, along with investors and relocated enterprises. He stated, “‘Made in Ukraine’ is not just a brand; it is a large community of people, millions of Ukrainians who work in enterprises and create jobs for others. Our entire business community will be represented on this new platform.”
On January 27, Zelensky signed decrees to create a Council for Entrepreneurship Support and the “Made in Ukraine” platform.
