The Ukrainian government has decided to extend the National Cashback program until April 30, 2028, as outlined in a recent cabinet resolution. This initiative is part of the broader “Made in Ukraine” platform aimed at supporting local producers and consumers.
According to the government decree No. 559, the program will continue to operate during the ongoing state of war in Ukraine. The resolution states, “Agree to the proposal from the Ministry of Economy, Environment, and Agriculture regarding the implementation of the experimental project ‘National Cashback’ from May 1, 2026, until no later than April 30, 2028.”
The updated rules for compensation under this program will also remain in effect. Notably, cashback will apply to fuel purchases, including gasoline, diesel, and liquefied gas, regardless of the source country, until May 31, 2026. The cashback rate will vary between 5% and 15% based on the type of fuel purchased.
Furthermore, the cabinet has recommended that the National Bank ensure that the electronic payment system services for Oschadbank remain free of charge when processing cashback payments to citizens. The Ministry of Economy is required to submit a report on the project’s outcomes and suggestions for legislative improvements within two months following the program’s conclusion.
Launched on September 2, 2024, the National Cashback program allows consumers to receive a 10% reimbursement on purchases of Ukrainian-made goods that carry the “Made in Ukraine” label. Participants can expect monthly payments after the 20th of each month.
“Cashback is provided for domestically produced goods, including medicines and medical devices. However, it will not apply to excise goods. Participation from consumers, manufacturers, and retailers is voluntary, and stores will inform customers about cashback availability for specific products. This information can also be verified on the program’s website,” the Ministry of Economy stated.
By the end of 2024, the government has allocated 3 billion hryvnias for this initiative. Officials from the Ministry of Economy indicated that the program aims to financially support citizens, especially with the upcoming heating season, allowing cashback funds to be used for utility bills. Additionally, it is expected to bolster demand for Ukrainian products, potentially leading to job creation.
A cabinet resolution from November 7, 2025, revealed an increase of 37 million hryvnias for the National Cashback program. This funding was reallocated from the budget originally designated for partial compensation of domestic equipment costs.
This budget reallocation indicates that 37 million hryvnias were shifted from the compensation program for domestic machinery and equipment to directly assist consumers purchasing Ukrainian-made goods. Despite these adjustments, the total budget for both programs remains unchanged at 2.6 billion hryvnias.
