Russian Attacks Damage Energy Infrastructure in Chernihiv Region

Russian military forces targeted two energy facilities in the Chernihiv region on June 17, according to Vyacheslav Chaus, head of the regional military administration. The assaults included strikes on residential buildings and local enterprises, resulting in damage to property and vehicles.

Chaus reported that late in the evening, the town of Novhorod-Siverskyi was struck, damaging a residential building and two trucks at a local business. Firefighters managed to extinguish the resulting blaze. Throughout the day, two energy facilities in the Chernihiv region were hit, leading to power outages for some consumers.

The Ministry of Energy confirmed that due to ongoing hostilities, parts of Chernihiv, Donetsk, Zaporizhzhia, and Kharkiv regions experienced electricity shortages. Additionally, severe weather left 40 settlements in Chernihiv and Sumy regions without power.

Russian forces have been launching regular attacks on Ukrainian cities and civilian infrastructure using various types of weaponry, including drones and missiles. These strikes have been condemned by Ukrainian authorities and international organizations, who classify them as war crimes due to their deliberate targeting of civilian facilities.

Officials argue that these assaults on essential services, such as energy and healthcare, are indicative of genocidal actions aimed at depriving the Ukrainian population of basic necessities. Legal experts and human rights advocates assert that the Russian government’s rhetoric and military strategy reflect intentions to eradicate Ukrainian identity.

The 1948 United Nations Convention on the Prevention and Punishment of the Crime of Genocide obligates signatory states to prevent and punish acts of genocide during both wartime and peacetime. The convention defines genocide as actions intended to destroy, in whole or in part, a national, ethnic, racial, or religious group.

Signs of genocide include the killing of group members, infliction of serious bodily harm, and the deliberate creation of living conditions aimed at destroying a group. The Russian leadership, however, denies that its military is intentionally targeting civilian infrastructure or causing civilian casualties.

Recent Russian attacks in the Chernihiv region have damaged energy infrastructure and left many without power. Ukrainian officials and international bodies are condemning these actions as potential war crimes, citing their targeted nature against civilians.
