The Russian government has implemented a six-month ban on the import of foreign satellite communication devices, including Starlink terminals produced by SpaceX. This decision, announced in a government decree signed by Prime Minister Mikhail Mishustin, is framed as a measure to safeguard national security.
The decree prohibits the importation of radio-electronic equipment designed for transmitting and receiving signals from communication satellites unless it has been authorized by the state commission on radio frequencies. This regulation specifically affects foreign satellite terminals, with Starlink being a prominent example.
Enforcement of this ban will be overseen by the Federal Customs Service and the Federal Security Service (FSB) of Russia. The government has articulated that the primary aim of these restrictions is to bolster national security.
Contextually, this move follows earlier concerns regarding the potential use of Starlink technology by Russian forces. On January 25, radio technology expert Sergey ‘Flash’ Beskrestnov, who has since become an advisor on technological matters, suggested that Russian forces might utilize Starlink for their Shahed drones. In response, Elon Musk, the CEO of SpaceX, engaged with Ukrainian officials to address the issue of Starlink’s use by Russian military units.
Subsequently, SpaceX reportedly took countermeasures to prevent the unauthorized use of Starlink technology by hostile entities. On February 1, Musk indicated that these measures had likely yielded positive results in curtailing unauthorized access.
