During a recent meeting with delegates of the Youth League, North Korean leader Kim Jong Un emphasized the necessity for the younger generation to act as the “vanguard” in fulfilling state objectives, notably preparing for potential involvement in the conflict in Ukraine alongside Russia.
This statement emerged at the XI Congress of the Socialist Patriotic Youth League, a significant event held in Pyongyang every five years, targeting citizens aged 14 to 30. The congress serves as a crucial platform for mobilizing the youth population.
Kim Jong Un urged the need for enhanced ideological discipline among young people, designating the league as a primary force in executing party directives. A letter from the ruling Workers’ Party, released during the congress, explicitly linked the loyalty of youth to North Korea’s participation in the war in Ukraine. The letter stated that young soldiers deployed for overseas missions could become “bombs and flames” in defense of their nation’s honor.
The focus on youth control coincides with intensified repression against foreign cultural influences. Activities such as listening to South Korean music, watching foreign films, or using slang from other cultures are deemed severe political offenses in North Korea.
According to the National Intelligence Service of South Korea, as of February 2026, approximately 11,000 North Korean military personnel are stationed in the front-line Kursk region of Russia. This contingent includes about 10,000 regular troops and 1,000 engineers. The intelligence agency also reported that around 6,000 North Korean soldiers have been killed or injured while fighting alongside Russian forces in the Ukraine conflict.
In a related development, Kim Jong Un inaugurated a new Memorial Museum of Combat Achievements of Overseas Military Operations in Pyongyang on April 26. This museum is dedicated to soldiers who fought with Russian troops against Ukraine. The opening ceremony was attended by a Russian delegation led by Defense Minister Andrei Belousov.
Additionally, Kim Jong Un referred to North Korean soldiers who committed suicide on the battlefield to avoid capture as “heroes” during the ongoing war against Ukraine.
