The Latvian parliament has approved a new immigration law aimed at tightening migration controls and enhancing oversight of third-country nationals. The legislation received support from 65 members of the Saeima, while 17 voted against it.
This law introduces a comprehensive immigration system that governs the entry, residency, employment, integration, and deportation processes for citizens from outside the European Union. It also seeks to mitigate risks associated with fraudulent immigration and illegal employment.
Raimonds Bergmanis, the head of the parliamentary committee on defense, internal affairs, and anti-corruption, emphasized that this regulation represents a significant step toward establishing a safer and more transparent immigration policy that aligns with Latvia’s interests, including economic considerations.
One of the key features of the law is the enhancement of border control through the implementation of screening procedures for third-country nationals at external borders. This aligns with new EU migration rules and includes provisions for return procedures at the border.
The law also mandates greater use of biometric data and information sharing with EU databases, which aims to improve the identification of individuals and better prevent security threats.
Additionally, the legislation clarifies the procedures for issuing visas and residence permits, establishing clearer timelines and processes. It expands the grounds for refusal and annulment of documents in cases where public order or security is deemed at risk.
Prior to entry into the country, individuals will now be required to provide information regarding their purpose of entry and conditions of stay, thus enhancing pre-entry control.
The law also outlines a system of integration requirements, including early integration programs and proficiency in the state language. Furthermore, it strengthens oversight of employment and education for third-country nationals to reduce risks associated with fraudulent employment and education, increasing the accountability of employers and educational institutions.
