Increased U.S. Military Surveillance Flights Near Cuba Raise Concerns

Recent analysis of flight data has revealed a significant uptick in U.S. military reconnaissance flights near Cuba’s coastline. Since February 4, the U.S. Navy and Air Force have conducted at least 25 such missions, primarily around Havana and Santiago de Cuba, with some flights occurring as close as 40 miles offshore.

The flights have involved various aircraft, including maritime patrol planes designed for surveillance and electronic intelligence gathering, as well as high-speed reconnaissance drones. This surge in activity has drawn attention due to the unexpected timing and frequency of these operations.

In the weeks leading up to this escalation, former President Donald Trump made public statements regarding Cuba, which intensified prior to the announcement of an oil blockade against the island. Trump also expanded sanctions on Cuba, labeling it a “threat” to U.S. national security.

In response, Cuban authorities have dismissed these claims, asserting their willingness to engage in negotiations while warning of a prolonged guerrilla war against U.S. forces in the event of an attack. Historical patterns indicate that similar increases in reconnaissance flights have coincided with heightened rhetoric from U.S. administrations prior to military operations in other regions, including Venezuela and Iran.

Moreover, since the beginning of 2025, numerous U.S. reconnaissance aircraft have been active in conflict zones in Ukraine and near geopolitical hotspots on the Korean Peninsula and along Russia’s western border. Data from tracking websites show that these flights have been a regular occurrence for several months.

The recent rise in flights near Cuba, however, marks a notable shift from traditional deployment areas for these aircraft. In some instances, footage of these missions has circulated widely on social media.

“Despite the capability of these aircraft to conceal their presence by turning off location beacons, questions arise about whether the U.S. is intentionally signaling its presence to adversaries. Regardless of intent, such actions likely raise concerns among Cuban officials,” CNN reported.

To provide further context:

  • At the end of January, President Trump declared a state of emergency regarding Cuba, enabling the U.S. to impose tariffs on countries supplying oil to the island, effectively placing Cuba under a fuel blockade.
  • Trump’s comments came amid preparations for a potential large-scale military operation against Iran, which could target its supreme leader, Ali Khamenei.
  • In late February, Trump suggested the possibility of a “friendly” takeover of Cuba, claiming that the Cuban government was reaching out to the U.S. due to its dire situation.

The increase in U.S. military surveillance flights near Cuba, coinciding with heightened political rhetoric, raises concerns about potential military actions and the implications for U.S.-Cuba relations. Historical patterns suggest these flights often precede military operations.
