Former Judge Involved in Scheme to Seize Properties of Deceased Individuals

The State Bureau of Investigations (DBR) has revealed details of a scheme involving the illegal acquisition of apartments belonging to deceased individuals, linked to former judge Oleksiy Tandyr from Makariv. Tandyr is currently facing trial for a fatal traffic incident that occurred in May 2023.

According to the DBR, the investigation uncovered that the scheme operated from 2021 to 2023. The perpetrators meticulously planned their actions, developing mechanisms for collaboration and execution. Over a short period, they managed to acquire five apartments in the Odesa and Kyiv regions. Their attempt to seize an additional property was thwarted when a rightful heir emerged.

The group targeted properties owned by individuals who had died without leaving heirs. They created fraudulent sale agreements and used counterfeit court decisions to transfer ownership to accomplices.

Details from the investigation indicate that Tandyr, along with his lawyer and a former state executor, formed the core of the operation. To facilitate the former judge’s formal decisions in favor of the organized crime group, two accomplices filed civil claims for fictitious debts, which were purportedly settled with apartments that had already been taken from their deceased owners.

The group’s activities were well-structured and organized. The investigation revealed that participants engaged in several illicit actions:

  • Created fictitious debts among controlled individuals;
  • Filed fraudulent lawsuits;
  • Obtained judgments for non-existent debts;
  • Utilized enforcement services to seize apartments;
  • Formalized ownership rights over others’ properties;
  • Subsequently sold the apartments to third parties.

Tandyr, referred to in recordings as the “bald director,” issued rulings based on knowingly forged documents, effectively aiding in the illegal appropriation of real estate.

Currently, five individuals involved in the scheme have been charged with participation in a criminal organization, including Tandyr, who is identified as one of the scheme’s organizers. All have been subjected to preventive measures, with Tandyr held in custody without the option for bail. The legal provisions applicable to the charges could lead to sentences of up to 12 years in prison, along with property confiscation.

The DBR has uncovered a criminal scheme involving former judge Oleksiy Tandyr, who, along with accomplices, illegally seized properties of deceased individuals. The investigation details a structured approach to fraudulent property acquisition, resulting in charges against multiple individuals, including Tandyr.
