Council of Europe Development Bank Approves €140 Million Loans for Ukraine

The Administrative Council of the Council of Europe Development Bank (CEB) has approved two loans totaling €140 million for Ukraine. These funds are designated for housing solutions for internally displaced persons from occupied territories and for war veterans.

Of the total amount, €80 million will be allocated to the “Housing for IDPs” component of the “eRecovery” program. The initial phase will focus on assisting individuals who have fled occupied regions and have combatant status or disabilities resulting from the conflict.

The funds will be disbursed in two tranches: the first €40 million is expected to be received by Ukraine in September 2026, followed by another €40 million in 2027. This financing is anticipated to provide approximately 2,000 vouchers for housing purchases.

The second loan, amounting to €60 million, will facilitate subsidized mortgages for war veterans. The program will be managed by the State Fund for Youth Housing Construction. Initially, it is expected to assist around 1,100 veterans, particularly those with war-related disabilities, with the potential to expand to 1,500 beneficiaries over time.

“We have an effective mechanism in place to support individuals who have lost their homes in temporarily occupied territories. The first phase of the program demonstrated high demand and tangible results—thousands of families have already acquired new housing through housing vouchers. Therefore, it is crucial that Ukraine has received support for further financing of the program,” stated Oleksiy Kuleba, Ukraine’s Deputy Prime Minister for Reconstruction and Minister of Community and Territorial Development.

These loans are part of a broader €1.2 billion package from the CEB aimed at social projects across Europe. Since Ukraine’s accession to the bank in June 2023, total support for the country has exceeded €800 million.

The Council of Europe Development Bank is an international financial institution with a social mandate, comprising 43 member countries. It finances projects in social sectors such as education, healthcare, and affordable housing, focusing on the needs of vulnerable populations. Borrowers can include governments, local and regional authorities, state and private banks, and non-profit organizations.

The Council of Europe Development Bank has approved €140 million in loans for Ukraine, aimed at providing housing for displaced persons and subsidized mortgages for veterans. This funding is part of a larger initiative to support social projects in Europe.
