The Ukrainian Cabinet of Ministers has approved significant changes to the regulations governing temporary housing for internally displaced persons (IDPs). The new measures aim to enhance living conditions and ensure compliance with established standards.
One of the key updates mandates a thorough inspection of facilities before they can be listed as temporary housing options. This initiative is designed to guarantee that these locations meet the necessary requirements for safe and adequate living conditions.
The government has also clarified the processes for entering into and renewing housing agreements, while establishing clear grounds and procedures for terminating such contracts.
For IDPs lacking identification documents, the duration of their temporary housing has been extended to allow time for the necessary paperwork to be processed.
Additionally, the new regulations require that displaced individuals receive written notification in advance regarding any decisions related to their relocation.
To further support the employment of working-age individuals residing in temporary accommodations, the updates include measures aimed at enhancing job opportunities. The monitoring tools for these facilities have also been revised, including a new checklist format to evaluate the condition and amenities of the housing.
Denis Uliutin, Ukraine’s Minister of Social Policy, emphasized the importance of these changes, stating, “For those forced to leave their homes due to the war, temporary housing should not just be a roof over their heads, but a safe and comfortable space with clear and fair rules. The adopted changes strengthen the protection of the rights of internally displaced persons, make procedures more transparent, and address contemporary challenges.”
