German Chancellor Friedrich Merz has emphasized the need for Ukraine to enhance its integration with European Union processes, while acknowledging that immediate EU membership is currently unattainable.
Following the recent EU leaders’ summit in Nicosia, Merz stated that the prospect of Ukraine’s swift accession to the bloc is not under consideration at this time. He characterized such a scenario as unrealistic in the near future.
“It is clear to everyone that immediate accession of Ukraine to the EU is, of course, impossible,” Merz remarked.
Despite this, the Chancellor underscored the importance of deepening Ukraine’s engagement with European institutions. He suggested that this could involve closer participation in EU structures and a gradual inclusion in specific policy areas, contingent upon the progress of reforms.
As a potential step, he mentioned the possibility of the Ukrainian president attending European Council meetings without voting rights.
Merz also proposed the initiation of a separate process within the EU aimed at the phased alignment of Ukraine with the bloc. He reiterated that while full membership remains the ultimate goal, intermediate stages are essential for this transition.
“It is important that this alignment also accelerates the accession negotiations and serves as a bridge to future full membership,” he asserted.
The Chancellor noted that he had discussed this approach with Ukrainian President Volodymyr Zelensky in recent days.
