Germany’s Friedrich Merz Reaffirms Support for Ukraine’s EU Aspirations

Friedrich Merz, the leader of Germany’s Christian Democratic Union (CDU), has reiterated his commitment to supporting Ukraine’s path towards European Union membership, expressing confidence that the country will eventually join the bloc.

Speaking before the Bundestag, Merz highlighted his proposal for Ukraine to be granted the status of an “associated member” of the EU prior to full membership. This suggestion has faced criticism from Ukrainian officials.

Merz stated that such a status would allow Ukraine to be represented in key EU institutions, including the European Commission, the European Parliament, and the European Council, albeit without voting rights. “An Ukrainian commissioner, even without a portfolio or voting rights, would serve as Kyiv’s face in Brussels,” he remarked.

The CDU leader emphasized that full EU membership is contingent upon Ukraine meeting established accession criteria. He reaffirmed Berlin’s unwavering support for achieving a just peace in Ukraine, stating, “Our goal for Ukraine remains a fair and lasting peace that also considers our security interests. For this reason, we support Ukraine. This is the truth. We are doing this today and will continue to do so tomorrow, as long as necessary.”

Ukraine applied for EU membership on February 28, 2022, and was granted candidate status in June of the same year. The accession process involves extensive reforms and alignment of Ukrainian legislation with EU standards.

Negotiations are divided into six clusters, with Ukraine aiming to open all six by 2025. However, Hungary has blocked the opening of the first cluster. As of May 2026, Ukraine has received requirements for all clusters, yet they remain legally closed.

In light of these challenges, discussions around interim cooperation formats have gained traction, particularly concerning the EU’s enlargement and the complexities of swiftly integrating new member states. Reports indicate that Germany and France have proposed providing Ukraine with specific opportunities to engage with European institutions before full membership is achieved. However, such a format would not grant voting rights in EU decision-making or access to agricultural subsidies.

Ukrainian President Volodymyr Zelensky has previously dismissed this idea, emphasizing the need for Ukraine to secure full and equal membership in the EU. Recently, EU Commissioner for Enlargement Olivér Várhelyi noted that only two scenarios for Ukraine’s EU membership are under consideration, one of which is non-standard.
