State Intervention Needed to Stabilize Chervonograd Enrichment Plant Amid Ongoing Legal Disputes

The Chervonograd Enrichment Plant (CEP) is seen as a crucial asset for revitalizing Ukraine’s coal industry, yet experts warn that state intervention is essential for its effective operation.

According to sources familiar with the situation, the CEP has the potential to ensure stable operations for state-owned mines and thermal power generation, especially after significant losses in enrichment capacities in eastern Ukraine. However, ongoing conflicts and struggles for control over the plant are hindering progress.

“Legal disputes have dragged on for years and could continue indefinitely unless the government intervenes to restore order. A completely lawful approach would be nationalization,” a government source stated.

The source further noted that attempts to change control through legal channels have not yielded quick results. “Currently, there are processes underway to alter control. There are efforts to displace Vengrin through judicial means by changing the arbitration manager, but this is proving difficult. It seems that simple methods will not suffice to combat this lawlessness,” they added.

Journalists emphasize that without a systematic solution, the government risks losing the opportunity to utilize the CEP for establishing a stable production chain. The question of political will to address the issue remains critical.

“If everything operates smoothly, the state will benefit from tax revenues and predictability in preparation for winter, while generation will have additional resources,” the source in parliament remarked.

The situation at the CEP has drawn attention, as it is vital for the full supply of coal from the Lviv-Volyn basin to state thermal power generation. Union members have already appealed to the Ministry of Energy to take action regarding the situation at the CEP.

Moreover, MP Mykhailo Volynets has emphasized that without prompt governmental decisions, the situation surrounding the CEP may continue to deteriorate, posing risks to the entire energy system.

The Chervonograd Enrichment Plant is pivotal for Ukraine's coal sector, but ongoing legal disputes hinder its operation. Experts call for state intervention to stabilize the situation and ensure energy supply.
