Ukrainian military personnel engaged in the development of advanced defense technologies will now receive direct financial compensation for their innovations. The Cabinet of Ministers has approved new regulations governing intellectual property management within the Armed Forces.
According to the newly adopted resolution, state military developments will be transferred to serial production on a paid basis through a transparent licensing system. A minimum of 25% of the revenue generated from paid licenses will be allocated directly to the military developers.
The remaining funds will be distributed for various purposes, including:
- financing the activities of the unit that created the technology
- development of military research and development (R&D) and defense innovations
- legal protection measures for Ukrainian technologies
- in some cases, licenses for technologies may be provided free of charge
The recent decision establishes a unified ecosystem for managing intellectual property within the military. This new framework expands upon rules introduced in October 2025 and opens the market for technologies across all branches of the Armed Forces, not just the Ministry of Defense.
For exclusive licenses, a competitive selection process for manufacturers will be implemented, while non-exclusive licenses will have standardized conditions for acquisition. In addition to technologies, the regulations will also govern the use of content (audio, video, images) owned by the Armed Forces.
Officials within the defense ministry anticipate that these changes will accelerate weapon development cycles, facilitate the scaling of effective solutions, and ensure a technological advantage on the battlefield.
In related developments, Ukrainian company Global Mark recently showcased a unique underwater drone, the Sea Trident, in France. This device is designed for fully autonomous underwater operations and can discreetly deliver payloads weighing up to 1,000 kg to target strategic assets and large Russian vessels.
Moreover, domestic engineers have developed a unique missile system named DART, which is launched directly from stratospheric balloons at altitudes ranging from 12 to 18 kilometers. A key feature of this air-launch system is its complete resistance to enemy electronic warfare measures.
Additionally, it has been reported that a new maritime drone trimaran, SIRENA, has been developed in Ukraine, intended for targeting Russian aviation. This complex is equipped with powerful electronic warfare capabilities with a range of up to 30 kilometers and missiles for engaging targets.
