Ukraine Implements New Standards for Documenting War Crimes by Russian Forces

The Ukrainian government has established a new directive aimed at standardizing the collection, processing, and storage of data related to violations of international humanitarian law by Russian military forces. This initiative will utilize the “Delta Integration Platform” to ensure that all relevant information is systematically recorded.

The directive outlines a formalized procedure for gathering information during combat and special operations. This structured approach aims to enhance the efficiency and reliability of the documentation process.

The coordination of this initiative will be managed by the Military Law Enforcement Service of the Armed Forces of Ukraine, which will oversee the newly created Department for Documenting Violations of Armed Conflict Law.

According to General Oleksandr Syrskyi, the implementation of this system is crucial for accountability. He stated, “Every Russian war crime will be recorded. Every piece of evidence will be preserved. Every criminal will be identified.” The collected materials are intended to serve as a digital evidence base for future legal proceedings.

Syrskyi emphasized that crimes committed by Russian forces against Ukrainian military personnel and civilians occur daily, including shelling of residential areas, torture, and executions. He asserted, “Such crimes have no statute of limitations. Every war crime must lead to inevitable accountability for each Russian criminal.”

Recent reports highlight the severity of the situation. On May 13, Ukrainian forces encountered an ambush in the Huliaipole direction, resulting in the brutal killing of two soldiers, whose bodies were desecrated on orders from their commander. Additionally, on May 5, a missile strike targeted rescuers in Poltava, killing five and injuring over 35 while they were responding to a previous attack. In December 2025, near Siversk, Russian forces shot a Ukrainian soldier who was surrendering with his hands raised.

Ukraine has introduced a new directive to standardize the documentation of war crimes by Russian forces, aiming to enhance accountability and provide a digital evidence base for legal proceedings. This initiative reflects ongoing concerns over daily violations of international humanitarian law amidst the conflict.
