Russian Strikes on Odesa Result in Civilian Casualties

On the night of April 24, Russian military forces targeted residential buildings and civilian infrastructure in Odesa, leading to the deaths of two individuals and injuries to 14 others, according to the State Emergency Service of Ukraine.

The attack resulted in significant damage to a three-story residential building, where apartments were destroyed and a fire broke out, affecting six people. Additionally, two two-story residential buildings were devastated, with firefighters rescuing one person and evacuating 20 others, including two children, who sustained injuries. Another two-story building was hit by a Russian drone, causing one injury and the fatalities of two residents. A total of 16 individuals were evacuated from the affected structure.

The State Emergency Service reported that psychologists were deployed to the sites of the attacks throughout the night, providing support to over 50 residents, including three children, who were experiencing severe stress.

Russian military operations have consistently targeted Ukrainian cities and civilian infrastructure using various types of weaponry, including drones, missiles, and artillery systems. Ukrainian authorities and international organizations classify these strikes as war crimes, emphasizing their deliberate nature.

Attacks on essential services and healthcare facilities are viewed as attempts to deprive civilians of electricity, heat, water supply, communication, medical assistance, and other fundamental needs. Legal experts and human rights advocates argue that these actions may constitute genocidal behavior, given the systematic targeting of Ukrainian citizens.

Evidence cited includes public declarations by Russian officials denying the existence of Ukrainians as an ethnic group and calls for their destruction. The ongoing conflict has seen targeted assaults on vital infrastructure, persecution of pro-Ukrainian individuals in occupied territories, and efforts to erase Ukrainian cultural identity through educational reforms and the removal of Ukrainian literature from libraries.

The 1948 United Nations Convention on the Prevention and Punishment of the Crime of Genocide mandates signatory nations to prevent and punish acts of genocide both in wartime and peacetime. The Convention defines genocide as actions intended to destroy, in whole or in part, a national, ethnic, racial, or religious group.

Indicators of genocide include the killing of group members, causing serious bodily or mental harm, deliberately inflicting conditions calculated to bring about a group’s destruction, and public incitement to commit such acts.

Russian leadership continues to deny that its military conducts targeted strikes against civilian infrastructure in Ukraine, despite evidence of widespread destruction of hospitals, schools, and essential services.

Recent Russian military strikes in Odesa have resulted in civilian casualties and significant destruction of residential buildings. The attacks have drawn condemnation from Ukrainian authorities and international organizations, which classify them as war crimes.
