Russian Forces Launch Attacks on Ukraine, Targeting Civilian Infrastructure

On May 3, Russian military forces conducted a series of attacks on Ukraine, utilizing two Iskander-M ballistic missiles and five Kh-59/69 guided aerial missiles, according to reports from the Ukrainian Air Force.

Additionally, the Russian forces deployed 234 strike drones, including Shahed, Gerber, Italmas, and imitation drones known as Parody. By 6:30 PM local time, Ukrainian forces reported the destruction or suppression of five missiles and 175 enemy drones across northern, southern, and central regions of the country.

Russian military operations frequently involve various types of weaponry, including strike drones, missiles, and multiple rocket launch systems, targeting Ukrainian cities and civilian infrastructure nationwide.

Ukrainian authorities, alongside international organizations, classify these attacks as war crimes committed by the Russian Federation, emphasizing their deliberate nature.

Attacks on essential services and healthcare facilities aim to deprive civilians of electricity, heating, water supply, communication, medical assistance, and other vital living conditions, which some legal experts and human rights advocates characterize as genocidal actions.

During the ongoing conflict, Russia is accused of committing a range of crimes against Ukrainian citizens that may fall under the definition of genocide. These include declarations of intent to eliminate Ukrainians as an ethnic group, public calls for their destruction, targeted strikes on essential services, and the persecution of pro-Ukrainian individuals in occupied territories.

Moreover, there are reports of efforts to eradicate the intelligentsia, including educators and cultural figures, and the imposition of educational systems in occupied areas aimed at altering children’s identities. Allegations also include the deportation of children without parental consent to Russia to change their identities and the destruction of Ukrainian literature and cultural artifacts.

The Convention on the Prevention and Punishment of the Crime of Genocide was adopted by the United Nations General Assembly in 1948. Currently, 149 member states are obligated to prevent and punish acts of genocide during both wartime and peacetime.

The Convention defines genocide as actions intended to fully or partially destroy a national, ethnic, racial, or religious group. Indicators of genocide include the killing of group members, inflicting serious bodily harm, deliberately creating conditions aimed at destroying the group, preventing births, and forcibly transferring children from one group to another.

The Russian leadership has denied allegations that its military intentionally targets civilian infrastructure, resulting in civilian casualties and the destruction of hospitals, schools, kindergartens, and essential energy and water supply facilities.

Russian forces have intensified their attacks on Ukraine, targeting civilian infrastructure and essential services. Ukrainian authorities and international organizations have condemned these actions as war crimes, citing their deliberate nature and potential classification as genocidal acts.
