Russian official Yuri Ushakov has stated that trilateral peace negotiations are “not feasible” unless Ukraine withdraws its troops from the parts of Donbas under its control.
Ushakov emphasized that all parties, including Ukrainian negotiators, recognize that Kyiv must take a significant step for military actions to cease and for serious discussions on long-term resolution to commence. He indicated that this step is expected from President Volodymyr Zelensky of Ukraine, labeling any other discussions as a “waste of time.”
Analysts have interpreted Ushakov’s comments as an acknowledgment from Russia that it does not intend to end the conflict, given Ukraine’s refusal to relinquish its territory. Ukrainian sources argue that this reflects Russia’s ongoing strategy to gain a foothold for further advances without engaging in direct combat.
Ukrainian officials have consistently asserted their position, stating that they will not abandon their land. This sentiment was echoed by Kirill Budanov, head of Ukraine’s Office of the President, who noted that Ukraine has a defined strategy regarding Donbas that prioritizes national interests. He affirmed that the regions of Donetsk and Luhansk will not be bargaining chips and that any actions taken will primarily satisfy Ukrainian citizens.
Ukraine has engaged in several rounds of negotiations with Russia and the United States this year. However, disagreements persist, particularly regarding a ceasefire, as Russia demands the surrender of non-occupied Donbas, a condition Ukraine firmly rejects.
